Article I:  Name of organization
State Employees Golf League

Article II:  Object and aim of organization
To provide a means for state employees to enjoy competitive golf and to meet other state employees in a social setting.

Article III:  Offices and Duties
President:    It shall be the duty of the president to preside as general supervisor at all League meetings and serve as an ex-officio member of all committees. The President may appoint an auditor at the end of the League season to examine the records of the Treasurer. Incidents of abusive or unsportsmanlike conduct shall be reported to the President. With the advice of the other officers, and after a proper hearing, the President may reprimand or remove the player from the League.

Treasurer:   It shall be the duty of the Treasurer to receive all funds and place them in a repository approved by the League membership. Funds shall be paid out only with due authorization of the President and/or Secretary. At the end of the playing season, a financial statement should be prepared for review by the membership. In the absence or vacancy of the president, the Treasurer will assume the President's duties.

Secretary:   The Secretary shall keep the minutes of all League meetings, handle the correspondence and figure and keep current all League handicaps. It shall be the duty of this office to maintain records of each team's standing within the league, notifying all team captains of the results of team standings after each match. For performing this service, the Secretary will receive a salary equivalent to the green fees paid by one individual for the entire League season plus $125.

Article IV:  Board
The Board shall consist of Golf League officers and team captains. The Board is authorized to make changes to Articles IV, V, VI, VII, VIII, IX, X, XI, XII, XIII, XIV, XVII and XVIII without vote of members. Changes to Articles XV and XVI must be approved by vote of a majority of Golf League members in attendance at Captains meeting. Team captains are responsible for submission of team dues to the League Treasurer, ensuring the presence of 4 golfers at assigned tee times and notifying team members of any cancellation.

Article V:   Eligibility
All current and past employees and their spouses are eligible to participate.

Article VI:   Season
Season scheduling will be coordinated at the Spring Captains meeting of each new season, including dates of position rounds and priority of rainouts.

Article VII:   Reservations
Tee times will be scheduled by League Secretary at Phalen and Como Golf Courses.

Article VIII:   Dues
There will be a fee per team to cover reservation costs, Secretary's salary, supplies and awards. These dues will be set by the Board before the beginning of each season and are to be collected by the Treasurer.

Article IX:   Rain Checks
Rain checks for twilight play will be given by the golf course if less than 4 holes have been played.

Article X:    Inclement Weather
League Secretary will contact golf courses in case of inclement weather. The Secretary will call team captains in the event of a cancellation. If any portion of the League is rained out, the entire League shall be considered to be rained out for purposes of scores and handicaps.

Article XI:   Green Fees
The team captain is responsible to ensure the presence of 4 golfers at assigned tee times. Green fees will be the amount pre-established and agreed upon between the League and the courses being played.

Article XII:   Team Play
Each team will assign a team captain.

Article XIII:    Awards, Prizes, Year End Tournament & Banquet The designation of a golf course to hold the year end tournament, awards, prizes and banquet arrangements will be developed by a designated committee. This committee will be Team #3 for the 1994 season, Team #4 for the 1995 season, Team #5 for the 1996 season, and so on in sequential order by team number through 16, then beginning with Team #1 to proceed in order again. The assigned team may be assisted by the League President and other volunteers. Year end tournament handicaps will be the most current established handicap for regular league members and substitutes when they have completed at least five (5) rounds of play in the League during the current year. The handicap system for members, substitutes and others not meeting this requirement will be the Calloway system for handicapping players. Only players having 5 rounds of league play during the year shall be eligible for awards.

Article XIV:  Rules Governing Play 4 members allowed per team with a maximum of 5 alternates. Maximum of 6 players eligible for team trophies.
  1. USGS golf rules apply.
  2. Replace divots and repair ball marks.
  3. Dues must be paid by the first week in April.
  4. Play will be summer rules unless local course rules state otherwise.
  5. Lost ball: Assessed a stroke AND distance penalty. The player may choose to play a provisional if the player deems the ball lost -or- the player may drop a provisional on, or nearest, to the original flight path, two club lengths from out of bounds, trees or fence line. No ball may be dropped in the fairway, unless the fairway extends to the out of bounds line. If a player deems a ball lost and hits a provisional, then that provisional is the current ball in play.
  6. Out-of-Bounds: If ball is re-hit from tee the player is hitting 3. If the player chooses to look for the ball and finds it out of bounds and drops within two club lengths from out of bounds, the player would be hitting 4.
  7. Sand Traps: All balls shall be played as they lie in the sand trap. Please rake sand after use so the next player will have a decent lie.

Article XV:   Handicap
The following system will be used for handicaps: For each of the last 10 rounds, a "course net" is calculated which is the difference between the player's adjusted score and par for the course. A player's handicap is 96% of the average of the lowest five course nets, rounded to the nearest whole number. At the start of the year, the player's most recent 10 previous rounds will be carried along to calculate the handicap for the new year. See below for how adjusted scores are calculated and what is done for players having fewer than 10 rounds.

If a player doesn't play any rounds in two consecutive League years, that players handicap will revert to one as defined by a new player. Example: Joe Duffer has a handicap of 10 after the 2015 League year. He plays no rounds in 2016. He would still have a handicap of 10 to start the 2017 season. However if he were to also miss the entire 2017 season (2nd in a row), Joe would lose his handicap and the formula below would be used to re-build it.

Establishing handicaps for players having fewer than 10 rounds goes as follows:
1st Round - Current first round score used for handicap in current match.
2nd Round - Lower of round 1 handicap and current second round score used for handicap.
3rd Round - Lowest 1 scores out of 2 used for handicap.
4th Round - Lowest 1 scores out of 3 used for handicap.
5th Round - Lowest 2 scores out of 4 used for handicap.
6th Round - Lowest 2 scores out of 5 used for handicap.
7th Round - Lowest 3 scores out of 6 used for handicap.
8th Round - Lowest 3 scores out of 7 used for handicap.
9th Round - Lowest 4 scores out of 8 used for handicap.
10th Round - Lowest 4 scores out of 9 used for handicap.

Example: Joe's twin brother Don Duffer's five lowest adjusted scores for 9 holes are 50, 53, 57, 55 & 53. The course par is subtracted and the course nets are calculated as 15, 18, 22, 20 & 18. These five course nets are summed giving a total of 93. This figure is then divided by 5 and multiplied by 96% giving 17.86, which is rounded to a handicap of 18.

Adjustment to scores
For the purposes of calculating handicaps, scores on individual holes will be adjusted down to a maximum score, as follows.

Article XVI:   Scoring
Each pairing will total 22 points (18 match and 4 medal). These will be 2 points for each hole, 1 point for ties, and 4 points for the total score of the 9 holes. For instance, if golfer "A" wins 3 holes and golfer "B" wins 4 holes and 2 holes are tied, golfer "A" would get 8 points and golfer "B" would get 10 points. The 4 points for medal would go to the golfer who had the lowest net score (gross minus handicap). Each team fielding 4 golfers could win up to 88 points if they completely skunk the other team. The golfing committee believes this is a more interesting scoring system because every hole counts. Unless specified and agreed upon by both Captains, the pairings should be according to handicap. In other words, each team's best golfer for the evening should be playing each other with the second best playing the second best, etc. In case the opposing team is unable to field 4 players, the odd member of the team will play against par. Golfers playing against absent golfers will automatically win the 4 points for the match. The absent player gets no points.

Article XVII:   Meetings
Notice of meetings will be communicated to the team captains at least one week prior to the meeting by the League Secretary.
